Okay, my first guess is still "Jefferson in Paris" because I know Nick Nolte's face when I see it, but my second guess would be 1989's "License to Kill" featuring David Hedison and Priscilla Barnes, but that's a long shot. I know my Merchant/Ivory catalog very well, and I distinctly recall this scene during the Monticello segment.

Bingo! "License to Kill" it is!
This was to be a serious moment to show off one of "q's" gadgets. Yes its a polariod camera with a laser in the flash and as a secondary function also takes some sort of X-ray pictures. That is Q and Bond leaning clear of the laser that strikes the oddly x-ray'd picture on the back wall.
