Okay, my first guess is still "Jefferson in Paris" because I know Nick Nolte's face when I see it, but my second guess would be 1989's "License to Kill" featuring David Hedison and Priscilla Barnes, but that's a long shot. I know my Merchant/Ivory catalog very well, and I distinctly recall this scene during the Monticello segment.
Bingo! "License to Kill" it is! This was to be a serious moment to show off one of "q's" gadgets. Yes its a polariod camera with a laser in the flash and as a secondary function also takes some sort of X-ray pictures. That is Q and Bond leaning clear of the laser that strikes the oddly x-ray'd picture on the back wall.

I'm going to guess either Home Alone 2: Lost in New York or Highlander 2: The Quickening.
I was going to say Merchant/Ivory's "Jefferson in Paris". That sure looks like Nick Nolte on the right
Here is a hint:
One person in this picture is Major Boothroyd.
Did this film also star Ivan Boleslawsky?
It has Terri Alden of threes company
and Voyage to the Bottom of the Sea's Capt. Lee B. Crane

Aw, gee, I was sure it was Nick. All the same, do I still get to claim my cash prize? I'd accept food stamps or cat food if you prefer.
You get a Laurel and hearty handshake.
